The cornerstone of any weight workout is the squat. Every athlete in the world does them when they are attempting to build up leg strength and size. That is everyone from marathon runner to football player to baseball player and everyone in between.
The best way is to do both regular squats and some sort of front squat either at the same workout or alternate them.

Extensioins, curls, and the other popular leg exercises are good auxillary exercises, but they are not going to get you stronger. They are takig the slow boat to china.
I would start out with the three I mentioned and do the stairs two times a week and the squats one or two times a week.

You will need to do Leg Curls if you want the inner thigh Hamstrings to be toned.
Once you recover do some sprints that will force and shock your leg to muscle overload and tone.

I find that it really helps to build beautiful lean muscle mass into my thighs, giving them firmer and leaner shapes and forms.
